Bedford Dwellings Phase I is a redevelopment project in Pittsburgh’s Hill District, marking the first step toward the revitalization of the historic Bedford Dwellings community. Supported by HUD’s Choice Neighborhoods Initiative, the broader effort will ultimately deliver more than 800 new homes across the Bedford Dwellings, Middle Hill, and Crawford-Roberts neighborhoods.

Funded in part through 9% Low-Income Housing Tax Credits (LIHTC), Phase I was divided into two sub-phases—IA and IB. Together, these sub-phases bring 123 new mixed-income homes to the community, including 90 replacement units for existing residents.

Phase IA introduced a mix of housing types, including a 46-unit, four-story multifamily building, 12 townhome units, and a triplex featuring an accessible ground-floor apartment with two townhouse-style units above. The result is a diverse blend of LIHTC and market-rate units, designed to promote an inclusive and connected neighborhood.

Phase IB expanded the community with four buildings: three clusters of wood-frame townhomes—including one attached triplex with 2- and 3-bedroom apartments—and a six-story, 55+ senior apartment building offering 1- and 2-bedroom units above a parking and lobby level.

In total, Bedford Dwellings Phase I adds 99 affordable homes and 24 market-rate units to the neighborhood, thoughtfully designed to serve a range of residents—from families to seniors. Mistick Construction served as General Contractor, delivering high-quality new housing that advances the Choice Neighborhoods Initiative’s mission of creating equitable, sustainable, and thriving communities in Pittsburgh’s Hill District.
